Intel 6th Gen (Skylake) mini PCs

Skylake added hardware HEVC 8-bit encode and decode to Quick Sync, but 10-bit HEVC decode is only hybrid (partly on the GPU shaders) and VP9 decode is partial, so 4K HDR files still lean on the CPU. It is the first generation Frigate's OpenVINO detector supports, and Frigate lists the HD 530 iGPU at roughly 15 to 35 ms per MobileNetV2 inference. The catch is Windows 11: mainstream 6th-gen chips are not on Microsoft's supported list. As a Linux or Proxmox box with DDR4, a 6th-gen tiny PC still does useful work. As a Windows desktop it is a dead end.
